Who targeted Gabrielle Giffords?

The shooting of US Rep. Gabrielle Giffords, and so many others, is a terrible tragedy. And it's extremely unfortunate that so many have chosen to politicize the shootings, by imputing political or partisan motives to the shooter, who was obviously deranged--albeit more left than right.
